Considering the reason why the rest of the world is running interference for Saddam, if he waits until we do attack, he might not succeed in destroying his near-neighbor to the west.

What could he possibly gain from launching an attack against us at this point? What could Jeffrey Dahmer possibly gain from picking up gay men in clubs and taking them home, chopping them up, and putting them in his freezer?
