I was just wondering if the plan all along is to turn the heat up enough on Saddam where he attacks first. That would take care of all the diplomatic matters all at once.

It could if the threat assessment is high enough. I don't think Saddam has any troops to waste on an offensive, but you have to take every action by him very seriously.
