The "no fly" zones apply to aircraft and such. I don't think ground troops and artillery are covered.

However, I will defer to someone with more expertise on the subject.

I bet Missiles, such as SCUDs, would be included in that - just a guess though.

The Threatening Storm gave a me a very clear impression that the NFZ was designed to protect Iraqis from Saddam's military; moving his army into these areas is a definite No No.   I hope someone will supplement my understanding, if necessary.
