There's no way Saddam has ordered a pre-emptive attack.
He can't win on the battlefield and he knows it. His only shot (slim as it may be at this point) is in the court of public opinion.
This is not an "attack"

I am quite confident that no Scud missile launchers are leaving Baghdad. They wouldn't have been hidden there, and Saddam certainly isn't going to display them going down the road in front of reporters and our spy satellites.

Obviously forces are moving but there has been no attack. But Sadaam is at least positioning to inflict losses on us. For all our bravado here, we don't want our forces taking artillery fire. And if its chemical or biological, even worse. It appears at the very least Sadaam realizes just defending Bagdhad won't work.

This UN foray is about as useless as a one legged man's one leg in an ass kicking contest in my view. I keep looking for W's usual stealth wisdom on this one to pop up and awe me (and it does frequently) but I fear he and Powell got sandbagged.
