It appears from the document that the plan to recover the Southern Golden Gates Estates (SGGE) has been on going since 1985, and that the state has actively purchasing property since 1998 (page 1-13). Up to that page, the document gives details the effect that the SGGE has had on the salinity, water tables, wild fires, and fresh water shock to the 10,000 Islands Preserve to the south.
Knowing first hand about the effects of drought in Florida (well went dry), it is hard to turn ones nose up at a million plus dollars.
