Yeah I would agree that a light plane could do it. But you may have trouble getting one outfitted with spray equipment. There is a general avaition airport nearby and they are on high alert. People inspect the planes before they take off. Getting the toxic stuff loaded would not be simple.
A drone could be dissassambled, stored in a ship container, assembled, loaded with toxin from the container, launched and deliver.
But either could work. I think the drone is easier. Especially if your target is Isreal, Kuwait or Iran.
