As the former Dear Leader, President Xlinton (D-Wal-Mart) would say,
"That depends on what you mean by prevail"
It means that, when this is all over, the vast majority of the American antiwar crowd will still be alive amd walking free, unlike dissidents in China.
It also means China plans to vote no...it won't stop the successful prosecution of the war, but they can still say the sentiment "prevailed".
