Go back and read the decision of the Federal judge in that case. His decision was basically that he couldn't possibly make a decision. The Republican Congressmen were filing suit claiming that Clinton acted without Congressional approval in Kosovo, but the judge said that Congress had issued so many lame, half-assed "support for the troops" and "support for the war effort" resolutions that he had no idea if these resolutions amounted to a legitimate declaration of war.

Very funny, even if it refers to such a dark, dark time. It is not by accident that the President and Vice President have said multiple times that they won't leave problems for future administrations.
