Boeing, Hughes settle technology transfer charges

St. Louis Two U.S. companies agreed to pay $32-million (U.S.) to settle U.S. government charges that they illegally provided technical data to China after Chinese rockets launches failed in 1995 and 1996.
The State Department announced the settlement Wednesday, resolving 123 charges against Boeing Satellite Systems Inc. and Hughes Electronics Corp. for violating the Arms Export Control Act and the International Traffic in Arms Regulations.
The companies were accused of providing forbidden information after two unsuccessful launches of Chinese rockets carrying American satellites.
Because of a shortage of U.S. rockets, American companies began using Chinese rockets in the 1980s to launch satellites. After several failed launches, insurance companies underwriting them questioned the reliability of the Chinese rockets. Hughes and other companies participated in studies examining possible causes of the failures.
Congressional investigations in the 1990s found that China had gained valuable missile information from the reviews.
On Dec. 26, the State Department issued a letter detailing the civil charges against Boeing Satellite and Hughes Electronics.
Chicago-based Boeing acquired Hughes' space unit in October 2000. It was previously known as Hughes Space and Communication Co.
The companies agreed to pay $20-million to the federal government. They will invest $8-million to boost compliance programs, and $4-million was credited to the companies for past compliance measures.

Other than worrying about naked breasts on statues, sending enemy combatants to civil court where ACLU-type civil rights lawers can defend them rather than having them face a Military Tribunal, sweeping the criminal activities of the final days of the Krinton administration under the rug in an attempt to curry favor with the Demon-rats............I'm relieved to have a Republican Attorney General and Republican-run Justice Department ensuring my, and my country's, safety. {/SHAKING MY HEAD IN DISGUST} {/UTTER AMAZEMENT} {/SARCASM}

Clinton, because of contributions from the President of Loral, shifted the power of authorization of these technologies from the Defense Dept. to the Commerce Dept. A number of these companies began to take advantage of the situation as evidenced by the fines levied against Hughes and Boeing.
The transfer of this information has allowed a totalitarian dictatorship the ability of "reaching out and touching us".
