They look incomplete; like some crazed, Islamic giant lopped the tops off with a scimitar. I guess that it's their way of apologizing to Al Qaeda for getting the old towers in the way of their hijacked airliners. No, the cuts into the towers reflect the pain at having lost the people in the first ones. The fact that there are new towers reflects our resolve, and willingness to go forward.
