I may be off topic a bit, but what do you say to chemical mask for Bio Terror that may be released on plans? Should all passengers have access to one? Or do you think getting antrax and other agens aboard are immpossible?

I meant Planes

That's not what they use airplanes for.
Airplanes are missiles, not incubators.
Airports, on the other hand.......

All passengers and crew already have access to masks. The "loss of pressure" masks. So to create a bio terror on an airplane it would be best served by contaminating the emegency air supply and depressurizing the cabin to force the pressure masks use.
But safety tanks are pretty well controlled, inspected and rotated so that scenario seems unlikely, but I am sure the FAA has a lid on it as it hasn't happened yet.
