So they also had lick and run problems 5 years ago? But Lick Willie got away, apparently someone was unable to hold their licker.

Or is it a tax avoidance issue, a guy operating without a licker license? This story has me tongue-tied, but after getting a taste of the Scope of the problem, I'd say search the post office, this licking needs to be stamped out.

Actually there was a guy at the Baylor library who would go up to girls while they were asleep and leave them a little present to remember him by..that has got to be the freakiest dude I have ever heard of
