Under the leadership of Bill Clinton, defense department spending, dropped from 4.8% of GDP and 21.6% of total federal budget outlays in 1992, to 3.0% of GDP and 16.1% of total federal outlays in 2001. President Bush has increased that to 3.5% of GDP and 17.6% of total federal outlays in 2003. And I would expect that figure will eventually go higher, as the military action and deployments increase in the war on terrorism.
The end of the Cold War, shouldn't have been a signal to reduce defense spending to the levels seen during the Clinton years. In 1940, US defense outlays hit a low of 1.7% of GDP and history shows, that the US military wasn't ready to fight WWII.
At one of Ronald Reagan's last public speaking engagements, a Republican Gala, on Febuary.3,1994, the former President said the following:
"The Democrats may remember their lines, but how quickly they forget the lessons of the past. I have witnessed five major wars in my lifetime, and I know how swiftly storm clouds can gather on a peaceful horizon. The next time a Saddam Hussein takes over Kuwait, or North Korea brandishes a nuclear weapon, will we be ready to respond? In the end, it all comes down to leadership, and that is what this country is looking for now."
Reagan's remarks were prophetic and showed the lack of leadership that President Clinton was giving America. I think today, America is getting solid leadership from President Bush and Democrats are in no position to condemn anyone.
