he didn't have the balls to stand up for the Navy against the politicians. Right. Had he stood up to them he would probably be enjoying a long and healthy retirement.

I remember reading somewhere (probably U.S. Naval Institute "Proceedings") that ADM Boorda admitted afterwards he screwed up big time in not defending ADM Arthur. He realized that he should have stood up or resigned. The article speculated his suicide may of had to more to do with that failure than with the "V"s.
I admired ADM Boorda for having come from seaman recruit to 4 star Admiral but he wasn't a great CNO.
