Well, to date we only have evidence of intelligent intervention programming Base 2 algorythms.
Perhaps if we ever see a natural process create a Base 2 (or Base 4) algorythm, then I'll evaluate my own opinion for potential revision.
You can help. Just leave your computer turned on, with no software running on it at all, and let me know what programs form accidentally over time. You can even post the source code here on FR as evidence of the first non-intelligent, unaided, known, proven instance of algorythms forming without aid.
