As a matter of fact, even in the nineteenth century immigrant policy wasn't perfect. Among the many hard-working immigrants who came over were more than a few anarchists, revolutionary schemers, communists, and other assorted troublemakers. They assassinated one of our presidents, they stirred up trouble in the early labor movement before they were finally pushed out of the leadership, and some of them betrayed our country.
