Oh, yeah, and in Washington, the State, they are cutting the budget everywhere......maybe pizza is cheaper than peanut butter sandwiches and gruel? Not likely.

I like a good bologna sandwich. I've heard the good sherriff interviewed before. He's a straight shooter. If I were an inmate I would feel much safer in a jail run by him and eat bologna, than to have beer, pizza, and suffer in an environment of casual dress incarceration and it's inherent dangers.

This is actually a great idea!!!
Obese people are usually non-violent people.
1. Deny prisoners those weight rooms and outlaw smoking in prisons.
2. Then give them all the great-tasting fattening food they want.
Having to quit smoking coupled with boredom will make them eat like pigs.
And not being able to exercise will insure the weight they gain makes them simply fat.
I suspect that after a few years of the rich-food habit, they will be addicted to overeating, and after being released, will probably continue to be massively overweight.
What's the point?
Does it not strike you that although a large percentage of adults are obese, few violent criminals are?
So this could be the best way to rehabilitate prisoners--it may in fact be the only way: Nothing else works, they might as well try obesity.
