Frist Rescinds Recess Threat, Will Allow Senate Full Week Off

Backing down from a threat he issued earlier this week, Senate Majority Leader Bill Frist (R-Tenn.) said Thursday the chamber would have its full Presidents Day recess next week.

From what I have read or heard, I THINK that if they ever do hold a cloture vote, they establish (through senate debate rules) that 60 votes will be required at any time in the future to act on the nomination.DING DING DING......move to the head of the class!

This may in fact be due to a specific threat tied to our bombing of Iraq... in a day or two.
It may be for security reasons, using the "wives' tales as a cover.

I saw a call for a quorum today. Byrd was finishing up his rant...and he looked around, and saw that the next speaker was not present to take his place, so he asked for a quorum call. The President directed the call...and they started called the names of the Senators. It was explained at the time, that w/o a quorom, the debate would have ended on this issue (Estrada). Once the next speaker showed up (think it was Maria Cantwell), Byrd asked that the quorom call be suspended and it was stopped. So it can be used as a delaying tactic too. It was my understanding that once the debate is ENDED....an up or down vote can be requested (but I might be wrong about that).

Article II, Section 2 of the Constitution grants the President the authority to:
The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate, by granting Commissions which shall expire at the End of their next Session.
......
Currently, the President and Congress generally adhere to a procedure for recess appointments that minimizes the potential for interbranch conflict. If the President wishes to make a recess appointment or appointments, he generally sends a list of persons to be appointed to members of the Senate shortly before or during a recess.

He has already done that and the rats slapped him down time after time for almost 2 years now. They plan to do it to every last one of them. They hate President Bush anyways so he should just appoint them all at once and next week. That will send shock waves through the dnc machine but Good!

Recess appts are only good thru the end of the current Congressional session. At that point, the person has to be either confirmed, or have another recess appt--but that would still only be good for another year. I don't know that there is a limit on how many recess appts a single person can have consecutively...but I'm betting there IS a limit.
BAD move, imo. Shows that you CAN do something...but in sort of a Bill Clinton, slimey way.

FOFLOL. I wasn't aware TLBSHOW had the President's ear.
Seriously, I disagree completely. An occasional recess appointment is one thing but appointing every nominee during recess is tantamount to saying, Ok, you win to the Hillarycrats. That ain't gonna happen. First, it sets a bad precedent. Second, it is unfair to the nominee who deserves to be voted on in a straight up or down vote by the full senate. Lastly, the President is a competitor and he isn't about to concede an inch on something he knows he can win.
