The claim against Clinton's picks was that they were more for "photo-op" than for quality.

HUD and Trans are NOT strong cabinet positions. They have long been a place to put token minorities and Clinton was no exception.

Rush's point was that they're not in top positions -- like top policy positions. HUD, Transportation are big jobs, but they ain't secretary of state of national security advisor. He was quite clear, I thought.
