Technically, a quorum call is a roll call taken to determine if a quorum, or majority of senators, are present in the chamber. If it is found that a quorum does not exist, the sergeant at arms can compel senators to return to the Senate floor until a quorum is established. No other business can take place and no other senator can be recognized until the quorum call is completed or is ended by unanimous consent.

In this case, the quorum call is just a stalling tactic. Byrd was finished talking, and saw that there wasn't another Dem to relieve him. Rather than relinquishing the floor to a Republican, he asks for a quorum call. Once his replacement arrives, they can ask for the quorum call to be discontinued.

Would bet when the Senators come back from their recess, we will get the 60 votes to end cloture. Republicans are not going to let this nomination die and are going to mat for it. The longer the RATs obstruct, the better for Republicans in 2004! We cannot let the nomination die because we will never get another judge approved unless it is one of theirs!

If some RAT pollster doesn't get it through Hillary's head that this is useless, then they will walk off the plank.
