***Powell said he had read a transcript of "what bin Laden -- or who we believe to be bin Laden"*** was saying on the al-Jazeera Arab satellite station Tuesday. "Once again he speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq," Powell said.
As broadcast later, the voice purporting to be bin Laden's urged Iraqis to confront any U.S.-led invasion with camouflaged trenches and suicide bombings.
"With all the might of the enemy, they were unable to defeat us" in Afghanistan, the speaker said. "We hope that our brothers in Iraq will do the same as we did."
Al-Qaida and Iraq, the speaker indicated, are bound by a common hatred of the United States.

Well, much as I hate to say it, this doesn't indicate that al-Qaida is a partner of Iraq. It's more of a call to arms on behalf of Iraq.
It's not a subtle difference.

I would be amazed if just once, we could go an entire article using the word "allah" instead of translating it as "God." Do they have two words or do they use Allah all the time in Arabic? Is there some rule somewhere that translators can't just uses "Allah" all the time?

Yeah, he's said similar things before in support of Iraq. For the chillun, of course.
The phone calls from Abu Sayyaf to the Iraqi diplomat after blowing up a US soldier are more telling.

alQaeda is in Iraq and Baghdad. This tape seems to have been made by "someone", as Powell suggests other than bin Laden, but ON BEHALF of bin Laden, and probably came right from the alQaeda cell in Iraq or Iran, and on behalf of Iraq, in the name of bin Laden.

We should have asked Afghanistan for permission to perform and undergound test of a thermonuclear device of about 5 killotons at Tora Bora in November of 2000. Problem solved. Cheap, Clean and Fast, No collateral damage, fear of God instilled in our enemies around the world. World Order re-established.

Two different words.
"Lah" in Arabic (which, if I recall correctly, is related to the Semitic Yah, as in Yahweh) is God. Despite the Hebrew connotations it is more of a generic term
"Allah" means "the God" and is indicative of the identity of the Judeo-Christian God. I know a lot of people here disagree rather strongly with Islam, but understand Arab Christian use "Allah" when they pray as well.
