She can define neither coherently. She's what we would call "a scatterbrain".
Unfortunately, I don't think that is true. Hillary has a clear agenda, she just hasn't mastered the art of obfuscation the way her husband did. So, her statements come out as contradictory rather than a natural progression. She constantly underestimates the general public and depends on limited contact to avoid questions.
