I'm an East Coast guy, have fished a little bit in So Cal, but I read their fishing boards, but I believe there's a LOT of poaching of lobsters and abalones out there.

I've taken a lot of shellfish (legal) with a small twelve foot boat with a hookah rig and free diving,too.

dumb question here from someone who has never yet fished in the ocean.... why is it illegal to fish for lobsters and abalone around the bridge?
