This is how I see it. Before any UN troops can go in there needs to be a vote of the security counsel of which we are members and hold a veto. Secondly, what UN troops? The UN doesn't have a standing army.

The only way they could get in there would be via flights into Baghdad--very limited staging, indeed.
And if their populations are strongly opposed to fighting a war with Iraq, what makes you think they would take up the challenge of fighting against the United States military?
Yes, their troops could get into the country--but they sure couldn't get out.
And do you really think that Hussein--who won't let even his own soldiers get near him-- is going to let any foriegn troops into Baghdad? Do you think the French or the Germans or the Russians or the Chinese wouldn't welcome the opportunity to kill him and destroy all the evidence?
Bottom line: he can't afford to let them in any more than he could us.
