American babies are next
Now that Hillary Clinton is in the U.S. Senate, she is in the perfect place to finish what she started in the White House. The United Kingdom recently implemented the scheme Hillary Clinton has been planning for us since 1992. We need your help today to stop it here in the U.S. The next few days are crucial.
Heres the story.
On October 30, 2002 in the United Kingdom, a new-born baby was assigned a new, permanent, government-mandated, medical identification number.
"Little Beth Atkinson's birth at three minutes past midnight yesterday made medical history. Beth, who came into the world at Newcastle's Royal Victoria Infirmary, became the first baby in the country to be given an NHS lifelong identification number. The unique nine-digit reference number will stay with Beth for the rest of her life...." October 30, 2002/The Journal/United Kingdom
Australia will also "provide a single, national database of patient health information" as reported by Kelley Mills of News Interactive on October 8, 2002.
The practice has started with "branding" U.K. babies with a universal, government-mandated number (with Australia to follow), and unless we act today...American babies will be next! This isnt some far-in-the-future possibility. It will soon be a reality. The law is already on the books here in the U.S.
In fact, "branding" new-born American babies would be taking place today if it werent for the work of Congressman Ron Paul and thousands of Liberty Committee activists during the last four years. Congressman Paul, a practicing obstetrician for over 30 years, got legislation passed each of the last four years to temporarily stop the U.S. Department of Health and Human Services from issuing every American a unique health identifier (patient tracking number). Dr. Pauls legislation was attached to the last four annual Labor/Health and Human Services appropriations bills and is attached to the pending 2003 omnibus appropriations bill that Congress will finalize within a matter of days.
But the health care industry and big-government fanatics are getting tired of us stopping the "unique health identifier." They dont want their plan to number and track every American's personal medical history to be delayed any longer, by us or anyone else.
Their plan for us is the gradual implementation of the 1992 Clinton health care plan: Hillary Care. You might have forgotten about Hillary Care. You might even have thought Hillary Care was dead. But its alive and well and is being given to us in small doses instead of the original mega-dose.
What is Hillary Care? It is the complete management, administration and distribution of health care in the United States -- medical record keeping, payment systems and the provisioning of medical care itself by federal bureaucrats.
Assigning every American a unique health identifier is necessary for Hillary Cares new, centralized, medical database to work. The Social Security number is not as satisfactory as the new "unique health identifier" would be. This is why they want the "unique health identifier." Here is how it will likely be implemented:
1. New-born babies will be assigned this new federal number (as is done now in the United Kingdom and soon to be in Australia). 2. Senior Americans will be assigned a number when they first apply for Medicare. 3. The rest of us will then get our number.
The health care industry and lovers of big government want Hillary Care and they know they cant have it without assigning every American this new government tracking number. During the next several days, they will have a prime opportunity to beat us.
Good News The U.S. Senate recently approved the omnibus appropriations bill containing Congressman Ron Pauls moratorium that will stop Hillary Cares new federal unique health identifier for another year.
Bad News The bill is now before a House/Senate conference committee for further work. It is in this committee, where Dr. Pauls moratorium can be removed
and we wont know who did it. Why? There is no record of the conference committees actions.
Weve suffered this fate before...
Good News Last year, the House passed an appropriations bill which contained Congressman Ron Pauls provision opposing the United Nations International Criminal Court.
Bad News The bill then went to a House/Senate conference committee where Dr. Pauls anti-UN/ICC provision was stripped away...and we dont know to this day who did it.
We are preparing for the worst. Hillary Clinton and her big-government cronies, along with a team of high-paid lobbyists for the health care industry, want to quietly remove Congressman Pauls moratorium in the House/Senate conference committee
so we must fight them yet again.
But the fight is becoming a true David vs. Goliath and we need your help today.
We are fighting the largest industry in America (larger than the defense industry). We are fighting the politicians of both parties who feed from the establishment health care lobby. We are fighting the entrenched and faceless, government bureaucrats who want government to grow because they receive their livelihood from government programs and projects
and, We are even fighting the United Nations.
The United Nations? Yes, because the World Health Organization wants this numbering system to be worldwide. It started in the United Kingdom and it will soon be picked up in the United States with other countries to follow.
American babies are next
then senior Americans
then the rest of us.
Weve fought off the Hillary Care unique health identifier for the last four years, but the battle from here on out will be much more difficult. The United Kingdom has already given up. The United Nations World Health Organization, the health-care industry and big-government politicians, such as Hillary Clinton and Ted Kennedy, are preparing to beat us this time.
Take action now. We have little time.
1. Contact your congressional delegation. The members of the House/Senate conference committee for the omnibus appropriations bill for fiscal year 2003 have been selected. They will meet during the next several days. We must convince them that we are watching and will hold them accountable.

On April 14th, your doctor and virtually everyone who is involved in medicine must become "compliant" with the "Privacy Act." This act is designated in newspeak.
There is no privacy of medical information at the present: your doctor will be subject to sanctions including removal from participation with Medicare, medicaid and all insurances which accept money from Medicare if he does not allow the inspection of his office on demand by anyone who is a 'representative" of the US.Secretary of Health, which includes State law officers and health care bureaucrats.
What little protection you have - no information may recorded or demanded without supoena - will disappear under the "Privacy Act" and the "Health Insurance Portability and Protection Act." (Also known as HIPPA)
A very few doctors who do not use faxes or computers to transmit records or file their bills to insurance companies by computers and who do not do business with anyone who does, will be able to refrain from "voluntary" compliance.
(Medicare allows paper filing of claims, but the rules say they will not consider paper claims for 45 days after they are received, while they pay electronic claims in 2 to 4 weeks. Some insurances and medicaid payers do require electronic filing and verification or pre-authorization.)
The regulations are not final, although they were legacies of that last week of Clinton and Donna Shalala before President Bush was sworn in.
You will have more signs to read and consents to sign when you go to your doctor. Your medical information will belong to anyone in any government or quasi-government organization, including Law Enforcement.

Infringements of HIPPA are subject to fines of $50000 and up.

means, allowing dissemination of personal medical records in broad circumstances

protections of judicial process for the Secretary to seize medical records. In effect
for more than a year, the Rule is plenty ripe for challenge. It even has a retroactive
effect in subjecting past medical records to the same loss of privacy as future ones."

without a warrant or showing of cause. The records seized need not be connected
with any federal program. The communications by patients to physicians subject
to this access can be unrelated to payment for services. Once accessed, there are

falls into the hands of a non-covered entity, such as an employer, insurer, or

The most heavy-handed aspect of the new federal rules is the unprecedented government access to everyones private medical records. While masquerading as patient protection, the rules would actually eliminate any last shred of patient confidentiality. "[The Regulations]...allow government virtually unrestricted access to those same records without a warrant," states the complaint.
When it comes to government prying, these rules obliterate any remote notion of patients rights. Doctors are required to disclose all patients records to thousands of federal bureaucrats -- with or without consent, including handwritten notes and psychiatric records. "...consent forms [are] provided to patients as a condition for treatment...[therefore] such consent is coercive and cannot constitute a valid waiver of Fourth Amendment rights."
Law enforcement agencies will have unrestricted access to all records -- including notes about drug use, family interactions and other confessions. But it gets even worse. Not only can doctors be fined or imprisoned (up to $50,000 and one year) for withholding records, patients can be denied treatment if they refuse to sign the consent form. "Plaintiff AAPS has patient members who are already reluctant to provide information to their physicians due to the broad access to such information provided by the Privacy Regulations to the government."

Why is the "brand"s 9 numbers diferent, better or more effective than the SSN 9 numbers????

It's NOT!!!
Besides, for at LEAST 7 years, SSN's have been 'assigned' to American babies at BIRTH, not waiting until they 'enter the work force' to get one!
If the TITLE of this thread had shown up in my E-mail, I'd say

26 characters in our alphabet plus 10 digits in our base 10 numeral system equals 36 unique digits.
I am not a mathematician so maybe one will correct me but 36 unique digits times 9 positions equals one hundred and one trillion, five hundred and ninety-nine billion, nine hundred and fifty-six million, six hundred and sixty-eight thousand, four hundred and sixteen unique ID numbers. (101,599,956,668,416) More that enough for everyone in the world.
Existing social security number databases are not designed for any alphabetic characters.

I'm a Republican, I want to support this Administration, I understand how hard it is to overturn laws that were written and implemented the way the 1996 HIPPA was, but I do not understand why these regs are going through.
