I dunno, unless a recall ELECTION is actually successful, my guess is this will do far more harm than good to the GOP.

And if it is successful, how does Governor Cruz Bustamante sound to you?

Bustamante can run if he wants. So can anyone else. In California, the recall ballot has two questions: 1. Do you want to recall the current governor? and 2. If so, who would you like to be governor: pick from this list.

In other words, the Lt. Gobernador will not automatically become governor. Whoever wins the plurality will. And I don't see Cruz "I didn't mean to say the N-Word" Bustamante doing that in a recall election.

It doesn't work that way. If the recall is successful in gathering enough signatures, then candidates are given a period to file. The Gov then gets replaced with the candidate who receives the MOST VOTES. Bill Simon would win this -- especially with 8 or 10 alternatives. The winner could take office with as little as 25% of the votes, as long as they received the MOST votes.
