I don't believe the flight crew reported it. Woods saw the 4 guys in First Class; they didn't eat or drink anything and kept whispering among themselves. Woods was annoyed and mentioned it to the flight attendant who said they couldn't do anything because the men hadn't done anything to anyone. This was on a Tuesday morning flight, the same flight that later hit one of the towers, but about 3 weeks before 9/11.
When the towers were hit, and it became clear what had happened, Woods called the FBI who came out to interview him.
