Wanna bet? Just have to make it a requirement for, say, your drivers license. No DNA (like no fingerprint, facial recognigioin photograph, SS# now) and no drivers license. Or State ID card in for those who don't drive, but can't even cash a pay check or open a bank account without official identification.
