Californians Scramble to Oust Gov. Davis

NewsMax's many California readers have been buzzing for more information about a brief UPI item we ran describing a bipartisan coalition to recall corrupt and extremely unpopular Gov. Gray Davis. Here's the inside scoop.

Melanie Morgan of radio station KSFO in San Francisco tells NewsMax that she got the ball rolling when, in a recent interview with California GOP chairman Shawn Steele, she suggested an effort to recall Davis.

"He investigated it, and discovered that with the low voter turnout, we need just 675,000 signatures for a recall. The law says that we can't officially begin until six months after Davis was inaugurated. June 1, we're off and running.

"Steele is going to introduce the recall effort at the California Republican convention next month. In the meantime, Steele has enlisted former Carter pollster Pat Caddell to handle a Dump Davis democrat petition drive. Right/Left Coalition is born!" Morgan writes.

Thousands of volunteers have already contacted Steele to participate, Morgan reveals.

All it takes is 675,000 fed-up Californians? Gray, you might want to start hunting for a new job. Perhaps the state tax collector is hiring bureaucrats to haul in the huge tax increases you're shoving down the people's throats.

might as well get the duplicate effort going on him too....Davis is too shrewd for his own good....Cruz is rumored to be just the opposite.

If the recall drive is successful a special election would be held to pick another governor. Lt. Gov. Bustamante would not become governor.

Your right. He wouldn't become governor.

He would become acting governor until a special election is held (not guaranteed) or until Davis' present term of office expires.

He's not running as a candidate, but he's nevertheless on the ballot as the officer to be retained, so he's going to get votes

John, not to be arugmentative but I think the recall vote and the replacement vote are two seperate ballot items. I don't even think the elections are held at the same time.

I'm mainly kicking this around because I'm curious. In my 52 years in California, I've never seen how a recall election is conducted, so it's interesting. No doubt we'll find out how this works when the time comes, but in the meantime I'm inferring from the language of the state constitution that the recall and the election of a successor do (or at least, can) happen simultaneously.

If the majority vote on the question is to recall, the officer is removed and, if there is a candidate, the candidate who receives a plurality is the successor.

According to the constitution:

SEC. 17. If recall of the Governor or Secretary of State is initiated, the recall duties of that office shall be performed by the Lieutenant Governor or Controller, respectively.

If Davis is recalled, Bustamante will be governor only long enough for a special election to be held.

My point was that Davis was almost certainly inaugurated in January (as is the President and most -- if not all -- governors). For him to be eligible for recall, six months after inauguration, that would would be sometime in July. Not June 1.

I heard on KTKZ 1380 of an effort starting today from Sacto which plans to deliver the starting petition tomorrow. They didn't mention KSFO or Pat Caddell. Anyone know if there are more than one recalls going on and shouldn't they all get together?
