U.S. Navy missiles destroying a terrorist airplane

This is the first time I have read anything about another plane. There have been rumors about an American weapon release, usually in the context of an accident.

No doubt missiles were involved based on the 100's of eyewitnesses. But are they saying the missiles were shooting at a terrorist airplane but hit TWA800 instead, thereby missing the terrorist airplane?
