Super, first off, I see Lincoln's got about 250,000 people, so it is by my reckoning a fairly big town-- how is your local talk radio? Pretty active? That's a good place to start a grassroots campaign. Gather your friends, get some talking points together ( but try to keep it simple, and diverse- Byron's letter is a good springboard.) Attack it from every angle everyone can think up. It doesn't matter how off-the-wall it sounds- the idea is to make people start thinking and question "this new, wonderful cure for all our problems..."
Don't overlook letters to editors- not just the local papers- anything in print. Magazines, tourist guides, University publications- anything that lies around waiting to be read is fair game.
Try to get outside organizations interested in your cause- just off the top of my head:

Run a web search for local/regional groups interested in the 2nd Amendment, too... hunters groups, trapshooters, target shooters-- dare I suggest gay groups, like the Pink Pistols? You take whatever allies you can find in a fight like this, sort 'em out later!
Thank you so much for your inspiring post! I plan to start rallying the troops starting this morning(I have a weekend class that starts in about 5 and a half hours). I'm so upset by this matter it's hard to sleep. I feel like once this issue is resolved, my next task is to oust Police Cheif Casaday from his job. It's not easy loving freedom. Thanks again:)
