The man was probably an agent provocateur, there to get the inspectors to protect him, thus 'interfering with Iraqi law enforcement' or 'violating Iraqi sovereignty' or some such thing. This would be grist for the Saddamite propaganda mill. This would constitute an 'incident' meaning there would have to be 'consultations', leading to an 'agreement' under which the UN would surr- er, I mean, agree to respect local laws (No inspecing the 'mosque' on friday etc) and well, you get the picture.
Not that it would make the slightest difference. There's going to be a change of management in a few weeks no matter what the UN does.

I don't know if that man who jumped into the U.N. Inspectors' vehicle was for real or not but either way, I was furious he was turned over to the Iraqi soldiers. If he was for real, they murdered him. Trust the U.N.? I never have.
I absolutely love the Uncle Sam flag the woman had at the rally. I want one of those myself! :-)
