Colo. Lawmakers Work to Liberalize Gun Laws 1/14/2003
Colorado Republicans have introduced three bills aimed at easing the state's handgun laws, the Denver Post reported Jan. 9.
On the opening day of the 2003 legislative session, lawmakers were greeted with proposals aimed at making it easier to carry concealed weapons in the state.
Two measures would set statewide, uniform standards with regards to issuing concealed-carry permits.
"Inconsistency results in the arbitrary and capricious denial of permits to carry concealed handguns based on the jurisdiction of residence rather than the qualifications for obtaining a permit," said Sen. Ken Chlouber (R-Leadville).
Under current law, counties have flexibility in denying concealed-carry permits and banning people with permits from carrying handguns in schools, parks, sports arenas, and other designated areas.
If a statewide standard for concealed carry is established, a third bill sponsored by Sen. Jim Dyer (R-Littleton) would prohibit local governments from passing separate laws to make their restrictions tougher than the state law.
"It's the simplest bill here," said Dyer. "It says that firearms legislation is a matter of statewide law. The same rules apply to everyone."
Democratic lawmakers are expected to oppose all three bills. Several groups, including the Million Mom March, are also against any measures that would allow for more concealed weapons.
"Guns and firearms need to be looked at from a public-policy perspective," said Dr. Eric Sigel, medical director of the Adolescent Medical Clinic at Children's Hospital and a member of Physicians for Social Responsibility. "We need to take the gun debate out of the political realm."
Colorado Gov. Bill Owens said he would support legislation that sets uniform standards for obtaining concealed-carry permits.
