I don't know if you have ever read 'Biohazzard' by Ken Alibek, but it is recommended read on Russia's bio weapons program of the late 70's and through the 80's. Scary stuff, and to think the work is still continuing.

There is also an anthrax island in the UK. Churchill ordered the production of millions of cattle cakes injected with anthrax which were to be dropped on Germany if the D-Day landings failed. It was tested on an island in the Hebrides, which I believe is still contaminated to this day.
