No the country of Mexico is poor. There are a lot of resources in the ground, but no companies that can foot the bill to get to them. Much like how Syberia would stop being poor if somebody could figure out a decent way to carve through the permafrost. Resources in the ground don't accomplish anything, they're potential riches but they aren't riches.

If no Mexican company can get the job done, then the Mexican government should contract with a foreign company to come in and do the job. Like I said before, the country of Mexico is not poor. They just have a lot of natural resources that have yet to be developed.
