I think the RATs' tax plan didn't include a payroll tax holiday because they realized Bush was going to use this tactic again on them.

As I thought more about it, it became increasingly apparent that it was part of a strategy that the Bush Administration has employed for some time to put the Democrats in a box.

That's what I thought since GW took office. Excellent strategy.
