They won't. I would support a male contraceptive under the same circumstances. I believe there is one in the works for men. Men make up a tiny portion of welfare recipients. The system rewards, (if you want to call government servitude a reward), women who have children out of wedlock.
Many women live with their boyfriends while receiving aid, this is why we see so much more child abuse. Until there is a more equitable solution, this would be a start.

Furthemore, men as well as women contribute to the continuance of the cycle of welfare by procreating when they either can't or won't support their children. I know you're desperately trying to make out all social problems arising from procreation to be unilaterally women's fault. It's the age old blame game. Unfortunately for unilateral blamemongerers, we now are at a stage in scientific understanding that we understand full well how babies are made. So your attempts are futile. Might have worked several centuries ago, but not now.
