Men make up a tiny portion of welfare recipients Their children don't. Their children make up a significant portion of welfare recipients. Furthemore, men as well as women contribute to the continuance of the cycle of welfare by procreating when they either can't or won't support their children. I know you're desperately trying to make out all social problems arising from procreation to be unilaterally women's fault. It's the age old blame game. Unfortunately for unilateral blamemongerers, we now are at a stage in scientific understanding that we understand full well how babies are made. So your attempts are futile. Might have worked several centuries ago, but not now.

I'm just as hard on deadbeat fathers. However, I wouldn't jail them like they do now because it fosters the situation you described. I would establish some type of work program, chain gang or something that would make damn sure these looser men, (women too that are required to pay child support), paid for the needs of their children.
Open your eyes and see the damage the welfare state has done to this Country.
