My problem with this plan is that 42% of the total sum will benifit 1% of the population. Bush and conservatives don't advocate socialism or redistribution of income. I did a quick check for an appropriate article and found this one. This is just an exerpt. By ALDONA and GARY ROBBINS The battle over tax cuts often bogs down in class warfare. The way we judge the effects of cuts usually makes things worse: Congress rarely looks at who pays taxes now -- or at who would gain from the cuts usually denounced as "for the rich." Economic growth comes from work, saving and investment. We can encourage growth by lowering marginal tax rates on those activities. But, under the "static" rules by which Congress works, pro-growth tax cuts seem to benefit mostly top earners. Even across-the-board rate cuts will seem to favor the rich -- because top earners pay most taxes now. As the first graph shows [graph excluded from web document], the bottom 40% of taxpayers pay only 2.4% of income taxes. In contrast, the top 20% of taxpayers (adjusted gross incomes over $47,000) pay 73% of federal income taxes. The effect is even more extreme at higher incomes. Those earning more than $200,000 pay 30% of the tax. Thus, if Washington decided on April 16 to give a 10% rebate to every taxpayer, the "rich" would get three-quarters of the pie. It never ceases to amaze me that some will not accept the fact that it's OUR money and not a GIFT from the government.
