You should tell your friend to step back and take a deep breath. Inundating a police department with e-mail will be looked upon as extremely childish behavior and will do more damage to his cause than good.
He will be more effective with good legal representation. (Unfortunately)

Sorry but the BEST response will be to publish the names and pictures of the cops involved so that their careers take a low trajectory. The next cop that thinks about doing the same will, appropriately, think twice. The Internet remembers forever.

Police departments live in abject fear of bad publicity. Another option might be to alert the local media. Is there a TV station nearby that would cover the fracas?
