Every time Saddam gives a "historic speech" - usually 10 or 20 times a year - he simply denounces the US and says that 'the infidels must pay.'
I think you are on the right track. Saddam will not resign yet...... he still has a little time. He will make more threats about the death waiting for invaders in Bagdad.
Saddam will never resign. If he capitulates, he will simply disappear, leaving the underlings holding the bag.
