I would question the competence of Chief Hilliard as Chicago's Police Chief if he is as ignorant about the 2nd Amendment as his quote indicates. For someone in his position to display such appalling ignorance of the Constitution, would also make me question his ability to run a Police force, which is supposed to enforce the law. If he has no basic understanding of the document which all of our laws are derived from, then I would say he has no business being Police Chief.

His oath of office includes the phrase " to defend and uphold the constitution". He should be immediately removed from office for violating his oath.
