There should have been a video of Vince Foster leaving the White House on the day he died. Of course, the cameras were inoperative that day.

Inoperative?

Or do they only catch people walking in and out; as opposed to being carried out horizontally? (Not really my theory, but I couldn't resist!)

Foster was murdered in the Whitehouse... his body rolled up in a carpet.

They plugged him later to make it look like a suicide.
