Tragically, I now have three generations of welfare type people living in some of our rental housing.Sadly, the Welfare system rewards for bad behavior. How do you break the cycle? It's particularlly tough when several generations have lived their entire lives, cradle to grave, under the State and have no life experiences outside it.

Yep - the vast majority of us do basically what we saw our parents and relatives doing while we were growing up. If all I saw them doing was watching television all day long with the occasional break to go to the housing or human services office to check in, I seriously doubt that life would have been much different than that.
I thank G*d every day for hard-working, G*d-fearing parents and relatives who would have kicked my ass if they saw or heard of me getting off the "straight and narrow."
