I didn't change the parameters of your argument.

Suddenly turning away from an otherwise ordinary encounter with law enforcement, whether one is walking or running, is considered probable cause.

I said "turn and walk away". You changed it to "turn and run from the cops".

I don't disagree, it is probable cause in this example. I think this scenario illustrates a bum system. An unwary person gets stuck with no choice but to bend over and take whatever the LEO decide. Just as the fellow in this original article had all sort of lies told about him by LEO, any other unwary citizen can fall into such a trap. It's wrong, all wrong.
