In recent weeks Congress has appropriated money for upgrades to US 287 as it moves NE from DFW to Amarillo and points north from there. This funding definately included upgrades on the spur to Raton, NM that is shown on your map. My memory fails me on exactly how far north these upgrades were to be applied but it is possible they were to extend up US 385 to Rapid City.
