Pushed by the Mexican government, the Bush administration is working on a Social Security accord that would put tens of thousands of Mexicans onto the Social Security roster and send hundreds of millions of dollars in benefits south of the border.
White House and Mexican government officials say discussions on an agreement to align the Social Security systems of the two countries are informal and preliminary. But excerpts from an internal Social Security Administration memo obtained this month say the agreement "is expected to move forward at an accelerated pace," with the support of both governments, and could be in force by next October.

Two Twin Cities men have been charged with possessing hundreds of false Social Security cards and immigration documents allegedly sent in packages from southern California.
After a yearlong investigation, Fernando Gutierrez, 33, of St. Paul was charged Wednesday with trafficking in fraudulent immigration documents and possessing document-making implements.
During the investigation, authorities monitored express deliveries from Los Angeles to the Twin Cities, including 26 items delivered to Gutierrez's address.
In a package intercepted last month and later delivered by undercover agents, authorities found 104 blank fraudulent resident-alien cards from the Immigration and Naturalization Service, 104 blank Social Security cards and six sheets of INS laminate, according to documents.
Authorities also found a driver's license and a false Social Security card in the name of an alias Gutierrez allegedly used.
In another case, authorities have charged Cristian Martinez, 31, of Minneapolis with possessing false identification documents, possessing false immigration documents and possessing counterfeit Social Security cards.
Last month, agents intercepted and delivered a packaged to Martinez containing 500 blank Social Security cards and 892 laminating sleeves. They also found fraudulent documents and a checkbook on the name of an alias he allegedly used.
Martinez told agents a relative in Los Angeles sent the package to him and that he was planning to sell the cards on the street, according to authorities.
