The Bush administration is preparing for war against Iraq, saying Iraq could develop or acquire weapons of mass destruction that might be used against the United States. But it has done almost nothing since the Sept. 11 attacks to address what is widely seen as a greater danger: terrorists stealing a tactical nuclear weapon from Russia.

Not a matter of "could it" but when and where. Bush, Sr. supported an agressive deactivation program only to have Clinton divert funding and support. Not only did Clinton enable China to achieve nuclear parity he has inadvertantly allowed terrorists with currency to subvert the former watchdogs of the Soviet-era stores.
When one of our cities goes mushroom look to Clinton. Then get a rope. Please call me to pull on it.

I agree with you about Clinton - but not about China. They are a long way from any sort of parity. Not even with France or Israel. Currently, they have less than 50 ICBMs.
