WASHINGTON, D.C. -- The Bush administration has prepared a list of about two dozen terrorist leaders whom the CIA is authorized to kill if capture is impractical and civilian casualties can be minimized, senior military and intelligence officials said.
The previously undisclosed CIA list of targets includes Al-Qaida leader Osama bin Laden and his chief deputy, Ayman al-Zawahiri, and other principal figures from Al-Qaida and affiliated terrorist groups, the officials said.

And the RATS better not start whining about this because they have been out there saying the President is doing anything to stop terrorism. This President runs circles around the stupid jerks. He always gives them enough rope to hang themselves and then he pulls the noose real tight.

Twas the night before Christmas, when all through the mosque
Not a mullah was stirring, not even Osama
The suicide bombs were hung by the chimney with care,
In hopes some innocent would soon be there.
The children were nestled all snug in their bed,
While visions of C4 danced in their heads,
And Arafat in his kerchief, and Osama in his _rap,
had wasted their brains on a long desert nap . . .
When out on the sand there arose such a clatter, I sprang to my camel to see what was the matter . .

This is a pretty straight piece considering it's the NY Slimes, isn't it?

Read the article. It says he did it last year after 9-11.
Not everything they do makes it into the morning paper by the next day.

I'm a newbie.. I'm trying to find out how the site works.. My question is: When will this kill by decree be directed at civilians who dissagree with Bush's policies? When will the "war on terrorism" be directed at us if we don't like the government?

Jeez, what took him so long. What gives you the idea that he "took so long"? The fact that the NYT is just now reporting that "written" authority exists? I'll bet the policy has been in place a while now.
