Although Clinton is clearly not above being bribed (ask Marc Rich), I don't believe that this is the case here. He is a principal member of the group of anti-military lefties of which Neville Chamberlain, Jimmy Carter, and Madelyn Albright are charter members. They believe that any agreement is better than no agreement and that all agreements are better than war. So, they make pacts which only our side abides by, and they wave the (useless) papers in front of the cameras, showing how they've solved the Middle East Conflict or prevented WW II, or stopped the proliferation of nuclear weapons by third-world dictators. It is always left to men like Churchill and Eisenhower, Reagan and George W. Bush to clean up the messes these wimps leave behind.

It is the reflection of warped mentality of some educated elites. That is, "if we are smart enough, we can always have free lunch". They live in this fantasy world where their smarts can take care of all problems with minimal loss. It is the world where their smarts can call all the shots and other things are pretty irrelevant. Euro elites have the same mentality for a long time.

This is also why these folks dreamt up the smooth process of globalization at minimal cost.

I also have to add that Clinton is a really unscrupulous man. He will do anything to get elected. Allowing the transfer of military technology for campaign donation is entirely possible.

You mistake my meaning. In essence, BJ bribed the NK's to keep a low profile for 6 years, until just after his term expired. He gave them $6B in technology and goods as long as they appeared to be good. NK's actual behavior was not verified. BJ successfully postponed the problem to beyond his term using taxpayer money. And now the US (and the world) is faced with a significantly greater problem. This was the obvious outcome at the time, but the press feted BJ and Jimmuh like they were great diplomats. In reality, they placed the US at profoundly greater risk for no other reason, apparently, then their own personal aggrandizement. For this, they should both be roundly and continuously condemned.
